Update 2015 (Comprehensive Plan)

Starting in 2014 through 2015, Covington has been engaging the community in a conversation about the city’s future. Residents, neighbors, business owners, employees and students were all invited to participate in the 2015 periodic update of the city’s comprehensive plan. This update process included many opportunities for community involvement to create a shared plan for the city’s future.
Community outreach  included a community workshop, stakeholder interviews, and several additional workshops/open houses/public meetings throughout 2014 & 2015.   The goal of this process is to update the city’s comprehensive plan, consistent with the community’s vision, desires and possibilities for the future.


On January 12, 2016, the Covington City Council  adopted the Comprehensive Plan Periodic Update 

A copy of the January 12, 2016, City Council agenda packet will be available on the City’s website and at City Hall on January 8, 2016.

The Comprehensive Plan is the citywide policy document that encapsulates the community's vision and guides the city's approach to growth and development over a 20-year planning period.

Completion of the Comprehensive Plan follows community outreach that began in 2014 with a “Planning For Greatness” effort that sought public input at public meetings and open houses about how Covington should plan for the future. A key objective of the Comprehensive Plan update is to make it more readable and usable, so that it remains an effective planning tool.



SEPA Determination Issued November 13, 2015

On November 13, 2015, the City of Covington issued a Determination of Significance and Adoption of Existing Environmental Documents and an Addendum. The city is requesting comments on the environmental review from citizens, tribes and all interested parties from November 13 - 27, 2015. All written comments should be directed to Ann Mueller, City of Covington Department of Community Development, 16720 SE 271st St. #100, Covington, WA 98042, Any appeal of this Determination of Significance must be filed in writing along with the required fee at Covington City Hall within 14 days after the end of the comment period (by 5 pm on Dec. 11, 2015). You must make specific factual objections, identify errors, identify harm suffered, or identify anticipated relief sought and raise specific issues in the statement of appeal. 

On January 5, 2015, the city issued a correction to the Addendum document.
These are minor corrections to the Addendum information that do not change the conclusions of the Addendum.

 


 

Public Outreach Opportunities & Milestones

January 12, 2016 at 7pm
- City Council Public Hearing on the periodic update to the Comprehensive Plan.

November 24, 2015 at 6pm
- City Council and Planning Commission joint study session on the Draft 2015 Comprehensive Plan Periodic Update. During the study session, the Planning Commission Chair gave an overview of the commissions work over the past two years and their recommendation to the City Council.  Staff provided an overview and response to public testimony and written comments received for the Planning Commission's November 19th public hearing.

 -- Planning Commission Public Meeting and discussion of drafts of the Land Use Element, Housing Element and Economic Development Element and Background Report.  

At the Planning Commission's regularly scheduled public meeting they will be reviewing drafts of the Land Use, Housing and Economic Development Element and the associated components of a Background Report with supporting data. The public is invited to attend this meeting and provide comment.  Other draft elements will be reviewed by the Planning Commission at a future meeting.  There will be a formal public hearing at a future date (tentatively scheduled  at this time for October 15th) to review all of the elements and take formal public testimony on the 2015 Comprehensive Plan Update. A copy of these draft elements can be found in the August 20, 2015 agenda packet for the Planning Commission.


September 19, 2014  -- Privately initiated comprehensive plan amendments notice.
The city will be accepting privately initiated amendment applications for consideration with the city directed 2015 Comprehensive Plan update for 60 days, from October 21, 2014 until December 19, 2014. If you are interested in more information, a Comprehensive Plan amendment instruction guide, timeline and application can be found on the city’s website links or a hard copy can be picked up at city hall.

August 21, 2014 - Planning Commission Meeting
(agenda packet  & presentation) - Joint workshop with Covington's Economic Development Committee and the city's Park & Recreation and Arts Commission to discuss policy direction for the 2015 Comprehensive Plan Update and issues such as transportation, economic development, housing, land use, recreation and the environment.
